Minutes of Meeting: Route 206 Scenic Byway Association, Inc. May 9, 2000
Location: Water’s Edge B&B, Greene NY
Meeting began at 6:42 PM. In attendance: Ellen Adams (Greene CoC) Kathy Capra (Greene CoC), Wilma Felton Gray (Chenango County Tourism), Candace Harrington (Greene CoC), Helen Hernandez (Bainbridge CoC, Great Stuff Is Made Locally; late at 7:30), Bob Lambrigger (Roscoe CoC), Matt Lilja (By proxy for Helen Hernandez), Donald O’Shea (Town of Coventry), Mildred Pixley (Greene CoC and Greene Historical Society), George M. Sands (Great Stuff Is Made Locally), Ken Schrider (Walton Citizens Task Force), Robert Terry (Delaware Heritage).
Marketing terms for Route 206: "turnpikes" of previous eras and what crosses 206. n Schrider announcing the opening of "Carriage Museum" & "Visitors Center" in Walton. Want pamphlets from everyone to distribute. Candace Harrington: wants to discourage unwanted development; designate as Scenic Byway, low key tourism, no tour groups. Car loads vs. Bus loads of people more acceptable.
Robert Terry: Manage and encourage economic development. A motion was made to approve this notion. Seconded by Wilma. Status of incorporation: Still in filing status. Robert Terry then reported on Byways Meeting: NY Planning Federation: Dave Church, very supportive. Will be able to call on them. Grant $$ available. NY Parks and Conservation Assoc is supportive, especially for :"Rails & Trails". Robert went to meeting of O&W, but was not welcome. All agreed that must anticipate concerns, must present to towns, villages, boards, etc. Lambrigger cited that people are afraid of change, because they don’t want others to tell them what to do with their property. Felton Gray: zoning laws, example cell towers and where towns can tell developers to put them. 2nd example Sidney: landfills. Don O’Shea cited code enforcement of junk cards, fines. Robert: Junk is everywhere on Gov’t owned lands. Lambrigger: citing example of stockade fence. Town contributed some $$.
Robert: Need to go before Coventry town board. Robert Terry: Bill boards: Route 17, no more available. Roscoe has great board. Have to rely on Route 206 guide for advertisement. We can now call Route 206 a "Scenic Corridor." Candace: no hurry for billboard, get on waiting list. Get on route 7 and 11.
Helen: We need to promote with town boards. Asking attendees to pick a town and/or village, get a resolution and bring it back. Also have to market to Chambers, Service Clubs etc.
Wilma: Vision 2020 project involves a highway between 88 and 81. Need to look at what that would do to 206.
Robert has a booklet with list of corridors. Bring to all meetings. Get a list of organizations to visit. Members then discussed which boards they could attend and bring back a resolution.
Get Assemblyman Cliff Crouch support. Meeting to be arranged.
Nominating Committee:
Elected were Ken Schrider as Treasurer, Candace Harrington as Vice President and Secretary, and Helen Hernandez as President. 6 directors approved the nominations. (Robert Terry, George M. Sands, Bob Lambrigger, Wilma Felton Gray, Candace Harrington)
Need marketing material for each town board meeting: Map of Scenic Byway. Brochure of Scenic Byway.
Bob Lambrigger: Goal for next meeting: Get as many letters of resolution as possible. Objectives letter - simplified from letter now. To be written by Candace. Come up with Packet, folder with pockets. Helen to supply. Use Route 206 logo on letter head with board members listed.
What funds are pledged? Motion to open account at SFCU. President and Treasurer to co sign on checks. Motion made by Bob Lambrigger, seconded by Wilma. Wilma made motion that both signatures required. Seconded by Candace. Committee for Scenic Byway: Helen, Robert, Candace, Robert Augenstern. Inventory List for Route 206: Candace. Motion for P.O. Box: Robert Terry, seconded by Wilma, to be in Bainbridge (Note: P.O. Box number is 316)
Mr. Sands reported on Economic Conference. Underground Railroad, workshops on Economic Development Great Stuff Is Made Locally. Public to be aware, economy to be addressed in terms of tourism. Route 206 shares vision. Groups will follow if you make jobs. Example Wilma: Make young students ambassadors for their own area. Helen: will mail minutes with Mr. Sands’ brochure. 6/24/00 conference: Candace Harrington to represent Route 206. Made by Helen, seconded by Ellen.
Wilma distributed Chenango County Tourism marketing pieces. Helen gave info about Canoe Regatta Tourism promotion. Bob Lambrigger: We have to come up with ideas to change people’s attitude. Helen proposed that Wilma teach us "people skills".
Bob Lambrigger made a motion to thank Robert Terry for getting this great idea started.
Meeting was adjourned around 8:45 PM. Next meeting: Thursday, June 29, 2000 6:30 PM at Coventry Town Hall.
